Local budgets are an important component of the state financial system and play a key role in regional economic development, improving the well-being of the population, and financing social programs. Financial stability is one of the important factors ensuring the strength and efficiency of local budgets. This article extensively analyzes ways to ensure the financial stability of local budgets and puts forward scientific and practical proposals for their strengthening. 191 ResearchBib IF - 11.01, ISSN: 3030-3753, Volume 2 Issue 3 The study considers expanding the revenue base of local budgets, effective management of expenditures, and increasing financial independence as the main directions. Methods such as increasing tax revenues, diversifying local revenue sources, developing public-private partnerships, and attracting investments are evaluated as effective tools for ensuring financial stability. The article also pays special attention to the issues of rational use of local budget funds, introducing an electronic budget system, and strengthening state financial control. The need to reduce the dependence of local authorities on the central budget and expand the possibilities of financing infrastructure and social projects from their own funds is based on. The results of the study may be useful in developing scientific and practical recommendations to improve the sustainability of local budgets. The article is of theoretical and practical importance for specialists in the state financial system, local government bodies and economics. ПУТИ ОБЕСПЕЧЕНИЯ ФИНАНСОВОЙ УСТОЙЧИВОСТИ МЕСТНЫХ БЮДЖЕТОВ Аннотация. Местные бюджеты являются важной составляющей финансовой системы государства и играют ключевую роль в развитии экономики регионов, повышении благосостояния населения, финансировании социальных программ. Финансовая устойчивость является одним из важных факторов, обеспечивающих устойчивость и эффективность местных бюджетов. В статье дается развернутый анализ путей обеспечения финансовой устойчивости местных бюджетов и выдвигаются научные и практические предложения по их укреплению. В качестве ключевых направлений исследования рассматривались расширение доходной базы местных бюджетов, эффективное управление расходами и повышение финансовой независимости. Такие методы, как увеличение налоговых поступлений, диверсификация местных источников доходов, развитие государственно-частного партнерства и привлечение инвестиций, были оценены как эффективные инструменты обеспечения финансовой стабильности. Особое внимание в статье уделено вопросам рационального использования средств местных бюджетов, внедрения электронной бюджетной системы, усиления государственного финансового контроля. Kirish: Mahalliy byudjetlar har bir hududning iqtisodiy barqarorligi va rivojlanishining muhim asosi hisoblanadi. Ular hududiy infratuzilmani rivojlantirish, aholiga ijtimoiy xizmatlar ko‘rsatish va iqtisodiy o‘sishni qo‘llab-quvvatlash uchun zarur bo‘lgan moliyaviy resurslarni ta’minlaydi. Mahalliy byudjetlarning moliyaviy barqarorligi ularning o‘z daromadlari hisobidan xarajatlarini qoplash, moliyaviy mustaqillikka erishish va hududiy investitsion loyihalarni moliyalashtirish imkoniyatiga ega bo‘lishi bilan belgilanadi. Soliq tushumlari mahalliy byudjetning asosiy daromad manbalaridan biri hisoblanadi. Shu sababli, soliq boshqarmasi mahalliy byudjet barqarorligini ta’minlashda muhim rol o‘ynaydi. Soliqlarning to‘g‘ri yig‘ilishi, samarali soliq siyosati yuritilishi va soliq tushumlarining oshishi mahalliy byudjetning barqarorligini oshirishga xizmat qiladi. Ammo soliq tizimining murakkabligi, soliq yukining oshishi natijasida biznes muhitiga ta’sir ko‘rsatishi va soliqdan qochish kabi omillar mahalliy byudjet barqarorligiga tahdid solishi mumkin.
