Aim of the inquiry: to determine local budgets development laws; to develop theoretical rules and scientific recommendations for profitable perfection, account parts of the local budgets in the Republic of Karakalpakstan and interbudget relations. Method of inquiry: economic, mathematic, comparative, system analysis, graphical models. The results achieved and their novelty: the functioning features of the local bodies budgets of authority in the Republic of Karakalpakstan in the market conditions are determined; the grouping of the local budgets incomes for fixed and regulating sources definition of the incomes is offered as they call it international practice; the new approach to consideration of the local budgets is offered from the point of view by using them in the state order - granting to the population the minimal set of the public services in education sphere, public service etc.; it is offered to use the normative approach to determine the state social standards; the means redistribution is recommended on the complex basis in the budget regulation methods; The recommendations for payments perfection for natural resources, in particular, are produced the expediency of payments collection for super limit emissions is proved at payments for pollution of a local budgets environment in the incomes; the attraction opportunities in additional incomes in the local budgets through the financial markets are determined. Practical value: the results of research can be used in local bodies practical activity of authority at research for additional sources of formation the local budgets incomes; budget regulation system engineering within the budgets framework of local self-management; development of alignment mechanism on a socio economic development level of local administrative - territorial educations.
