Совершенствование межбюджетных отношений

Аннотация

Subjects of research: State Budget of the Republic of Uzbekistan, municipal budget of Fergana province. Purpose of work: to work out scientifical proposals and practical recommendations to improve inter-budgetary relations of the Republic of Uzbekistan. Methods of research: grouping, comparison, factor analysis, induction and deduction, economical analysis and statistical methods. The results obtained and their novelty: pecularities of inter-budgetary relations system and their role in regulation of budget system are disclosed; existing mechanisms of grating of dotations are analyzed, the methodology based on the new criteria and ratings was elaborated; the modern problems of inter-budgetary relations at republican and municipal levels are disclosed and factors of general economic and financial character are defined; proposals on improvement of inter-budgetary relations at local level are developed. Practical value: scientific conclusions and practical recommendations of the dissertation may be used upon elaboration of legal documents for budget system and inter-budgetary relations. Degree of embed and economic effectivity: the research results are accepted for introduction into activity of Ministry of Finance of RUz, finance department of Fergana province. Research materials are used for improving of study process and study of the subjects: “State budget”, “Budget system of the Republic of Uzbekistan”, “Management of public finances” in institutions of higher education. Field of application: budget system of the Republic of Uzbekistan, institutions of higher education.
