Аннотация

Subjects of research: is the system of formation and use of social security in the Republic of Uzbekistan. Purpose of work: To work out scientifically well-founded recommendations about the perfection regulation of the financial mechanism of social security on the basis of theoretical researches and methodical substantiation of the basic directions of its reforming. Methods of research: the comparative, statistical analysis, grouping, comparison and economic-mathematical modeling. The results obtained and their novelty: is defined by the results of the research consisting of the following: the financial preconditions causing the presence of system of social security on the basis of ordering of available approaches. It is offered the definition of concept of "social security", "social insurance", «the social help» and “social protection". It is offered the forms and methods of the regulation of the financial mechanism of social security on the basis of research of their theoretical aspects; the basic foundation of the regulation of the financial mechanism of social security and its methods are revealed They are directed on the social support depending on the sources of formation of financial resources; It is given the reason of the necessity of the complex approach to research of financial maintenance of social protection; It is carried out the analysis and an estimation of a current state of provision of pensions and ways of increase of its innovative appeal; search of ways in a substantiation of formation of financial institution of the State Fund of Obligatory Social Insurance, proposed recommendations for the definition of a model of the financial mechanism of formation and use of social security Practical value: Theoretical generalizations and conclusions by results of work can be used in modification of operating legal certificates of social security system. Separate conclusions and recommendations about the change of the infrastructure of the pension system can be used in practical activities of the Ministry of Labor and Social Protection of the Republic of Uzbekistan and Ministry of Finance of the Republic of Uzbekistan. Degree of embed and economic effectivity: Practical proposal of the thesis have been taken to put into practice of the system Off - budgetary Pension fund under the ministry of Finance and Main Department of Labor and Social Protection of Samarkand region. The theoretical results of research are used in educational process in academic disciplines: “Finance”, “State budget” in SIES. Field of application: The Ministry of Labor and Social Protection of the Republic of Uzbekistan, Ministry of Finance of the Republic of Uzbekistan, higher education system.
