Организационно-правовые основы управления высшими образовательными учреждениями в Республике Узбекистан

Аннотация

Subjects of research: problems and some relationships related to organizational and legal issues of higher educational establishments’ activity in the Republic of Uzbekistan. Purpose of work: To study the problems of managing and legal regulation of higher educational establishments’ activity in Uzbekistan, find existing problems by analyzing and developing scientifically based suggestions and recommendations. Methods of research: history, problem-target, comparative-lawful, research and analysis of the results of practice and acting legislation, systematization, etc. The results obtained and their novelty: the problems of legal regulation of higher educational establishments’ activity have been researched for the first time; the concept, legal description and status of higher educational establishments have been analyzed; the author’s description of types and names of higher educational establishments have been worked out; assessment of the benefits created for the citizens to obtain higher education have been determined and peculiar specific issues of them have been shown; proposals and recommendations for the improvement of legal regulation of higher educational establishments’ activity have been worked out. Practical value: The results of the research can be used for the improvement of legislative documents by lawyers, competitors for the academic degree, teachers and students as a practical source. Degree of embed and economic effectivity: in 2009-2010 an innovative project “Legal and institutional management of higher educational establishments in the Republic of Uzbekistan» (№ ID-8-022) was carried out for 70 mln. Uzbek soums. According to the results of the project proposals were developed to make changes and additions to the Law “On Education” and in a number of legal documents relating to higher education. Field of application: in the activity of state bodies and institutions in the sphere of education, research development in the sphere of education and the education process.
