НИОКР КАК ДРАЙВЕР КОНКУРЕНТОСПОСОБНОСТИ IT-СЕКТОРА УЗБЕКИСТАНА

Аннотация

This article examines the role of research and development (R&D) in enhancing the competitiveness of Uzbekistan’s IT sector, which in 2024 has a domestic market of $300 million and exports of $50 million. Through SWOT analysis and comparative analysis with India, Israel, and Estonia, key barriers are identified: low R&D funding (0.1% of GDP), inadequate intellectual property protection, a limited startup ecosystem, and weak international collaboration. Proposed strategies include increasing R&D investments, establishing innovation clusters, supporting startups, and fostering international partnerships. Implementation within the “Digital Uzbekistan- 2030” framework could boost IT service exports to $500 million and create 5,000 jobs by 2030. The article offers recommendations for policymakers, IT firms, and universities, emphasizing R&D’s role in economic growth, social inclusion, and global IT market integration.
