A PERFORMANCE MANAGEMENT SYSTEM FOR THE SUSTAINABLE DEVELOPMENT GOALS: DECISIONS MADE AND CHALLENGES AHEAD

On 27 September 2015, the Heads of States and Governments of the United Nations member states have adopted an agenda for sustainable development, consisting of 17 goals elaborated in 169 targets to be realized by 2030 (General Assembly 2015). Achieving this 2030 sustainable development agenda will be particularly demanding. It will require political leadership, significant investments, and the involvement of the civil society at all levels. Often overlooked in this list of requirements is the need to design, implement, and use systems aimed at tracking national achievements regarding the sustainable development goals and targets. Such systems are called performance management systems (Van Dooren et al. 2015), and this article focuses thereon. It addresses the following research question: which performance management systems are foreseen for the 2030 agenda? The next section deals with the theoretical framework. Before turning to the empirical examination of the performance management system for the 2030 agenda, we briefly tum to the institutional framework put in place at the UN level.
