Recognition, protection and ensuring of human rights and freedoms strengthened by universally recognized norms is one of the main conditions for creating an active civil society with a strong legal state. The economic, social, cultural, civil and political rights of migrants, namely freedom of movement, choice of place of residence, obtaining asylum have got an important place among these international standards. According to the International Organization for Migration, the total number of international migrants was more than 281 million in 2021. This figure is expected to double in the next 30 years1. As a result, this trend creates the necessity for an effective regulation of relations as to the migration processes, especially labor migration, which is the main part of it, as well as strengthens the protection of the rights and legal interests of migrants. The migration as a “driver” of the world economy is characterized by the fact that it is not only a development problem, but also that of human rights of geopolitical nature at the national, regional and international levels. Since, the rights of millions of migrants on our planet are not adequately protected or at risk of being abused. Violations of migrants’ rights manifest in torture, arbitrary detention or lack of legal guarantees, as well as the denial of rights to health, work, housing and education and it is directly linked to discrimination laws, negative ideology or nationalism. One of the three main initiatives of the global agreement on migration aimed at protecting the rights of migrants and ensuring their welfare calls for an in- depth scientific research in this field2. About 100,000 foreign citizens and stateless persons immigrated to our country for permanent residence in the last 20 years, while over 1,100,000 of our citizens left Uzbekistan for the same period3.
