Toshkulov Chairman of the scientific seminar at the Scientific Council awarding scientific degrees, Doctor of Science in Law, Professor INTRODUCTION (abstract of the thesis of the Doctor of Philosophy) The purpose of the research is to study the organizational and legal issues of public administration of migration in Uzbekistan, and also analyze existing problems, develop scientifically based proposals and recommendations aimed at solving them. The object of the research is public relations associated with ensuring the organizational and legal framework of public administration in the field of migration in Uzbekistan. The scientific novelty of the research is as follows: the necessity of improving measures and methods aimed at strict observance of the relevant labor and migration legislation by private HR for employment of citizens who are seeking jobs outside the Republic of Uzbekistan is scientifically substantiated; the realization by an authorized state entity together with interested ministries, state committees, agencies and local institutions of public administration of necessary measures against unlawful use of tourism for the purpose of migration, illegal labour and other kind of exploitation is proved to expedient; the necessity of ensuring constitutional rights of citizens abroad by providing them with the right to vote early out of the election commission building is justified, and in order to prevent queues in the building for voting on election day, the process is carried out using portable ballot boxes in densely populated places or places of work of voters taking into account the number of voters; the expediency of ratifying the Constitution of the International Organization for Migration (Brussels, October 19, 1953) is justified in order to develop international cooperation and effectively use the support of leading foreign experts in the development of the Concept of government policy of the Republic of Uzbekistan in the field of migration and the Migration Code, and in the formation of migration law as independent branch of law. Implementation of research results. The scientific results achieved during the study of organizational and legal bases of the public management in Uzbekistan in the field of migration have been used in the following instances: suggestions regarding compulsory observance of the labor and migration legislation as a licensing requirement for private HR agencies for employment of citizens who are seeking jobs outside the Republic of Uzbekistan are incorporated in Article 23 of the Law of the Republic of Uzbekistan “On private employment agencies” (the Law No. 501, October 16, 2018). Suggestions to the Law are approved by the Committee for Labor and Social Issues of the Legislative Chamber of Oliy Majlis (reference letter No. 04/3-06-84, October 7, 2019).
