This article analyzes the history of the establishment of special libraries, which are considered one of the important factors in the process of socialization of people with visual disabilities. In this, the process of the emergence of special libraries in Uzbekistan and the development trends in modern times are analyzed. Attention is also paid to the category of cultural competence, which is an important element of the concept of socialization.
